We are very pleased to announce that Newport News has been named a finalist in the U.S. Department of Housing and Urban Development’s Choice Neighborhoods Initiative (CNI) Implementation Grant program. The Newport News application is for funding to transform the Marshall-Ridley area in the Southeast Community. Newport News is one of four finalists chosen from a pool of 32 applicants. The other finalists are Baton Rouge (La.), Omaha, (Neb.) and Norfolk, (Va.). HUD will award up to $30 million in grant funds to each finalist to help revitalize and transform an area of their community.


While this is very exciting news, being selected as a finalist is not an indication of a grant reward; we are simply in the final stages of evaluation before HUD makes final decisions. As part of the application review process, a HUD team will visit Newport News next month to tour the Marshall-Ridley neighborhood, better understand the transformation plan, and assess the city and housing authority’s initial progress in implementing the transformation plan. HUD expects to make its award announcements in March. The City and Newport News Redevelopment and Housing Authority (NNRHA) were also named a finalist during last year’s grant cycle, but were not chosen to receive grants.


In 2016, the city and the housing authority received a $500,000 CNI Planning Grant. That grant was used to develop a community-driven transformation plan for the Marshall-Ridley neighborhood, which includes Ridley Place public housing and an expanded area around the complex.


The Choice Neighborhoods Initiative is HUD's signature place-based initiative to revitalize and transform distressed public and assisted housing and surrounding areas focusing on housing, people and neighborhood needs and opportunities. The initiative is intended to help localities build neighborhoods of opportunity and choice. CNI Implementation Grants support those communities that have undergone a comprehensive local planning process and are ready to implement their Transformation Plan.
